    I am a Building Commissioner for a Town in Massachusetts and am looking for guidance/suggestions on how to classify the housing of raptors. I am responsible for the application of the municipal Zoning Bylaws (land use regulations) which I see as influencing the off-site housing of raptors. Meaning if someone lived on a property and housed their raptors on the same property I would see that as accessory to the person living at the property, thus would be allowed. But if the owner of the raptors lives at another property then I am trying to see if the housing of raptors can be classified under something such as agricultural. I do not want to make the mistake as allowing this off-site housing to occur without having legal reasoning in case an abutter files a complaint which may have negative consequences for the falconer and his raptors. Thank you for any assistance that you can share.
